A flat or superflat world in Minecraft is a world with no features on its terrain such as trees, hills, and bodies of water. By default, a flat/superflat world consists of a layer of bedrock, two layers of dirt, and one layer of grass. Villages and mobs will also spawn in this world. Spawning of other structures and terrain features can be included through custom the configuration for the world generation.
Changes to your level type will only work for a newly generated world. Before getting started with the tutorial, be sure to create a backup of your server world if you intend to use this world later on!
Access your control panel and Shut Down your server.
Navigate to the Files Tab
Open up server.properties
Locate the level-type option and change it to FLAT
Save your changes at the bottom of the page.
Reset your server's world.
You will need to reset your world to ensure a new flat world is generated by following this guide: How to Reset your Minecraft World.
For Bedrock, there is no server setting to use a flat world, so you will need to do it a different way.
In singleplayer, create a new flat world.
Upload the newly created world to your server.

That's it! You have successfully changed your Minecraft server world over to a flat world.
